A sales team in San Diego dialing a 617 number in Boston is already three hours later than its own clock, and the 9 p.m. federal cutoff hits at 6 p.m. Pacific. Around twenty states then narrow the window further: Rhode Island stops at 6 p.m. on weekdays, Kentucky does not open until 10 a.m., and several ban Sunday calls outright.

What an area code can and cannot tell you

An area code reliably tells you where a number was issued. It does not tell you where the person is today. Mobile numbers keep their original code when someone moves across the country, and businesses buy local-presence numbers in markets they have never set foot in. Caller ID is also trivially spoofable, so an incoming local code is not evidence of a local caller. Treat the area code as a strong hint about time zone and a weak one about identity.
